Victor has been a resident of Ontario, Canada, since 2011, where he lives in a household of 3 generations of his family made up of grandparents (he and his wife), two daughters, a son-in-law and 4 grandchildren.

Victor graduated with a Bachelor of Arts, majoring in the Humanities, from the Ateneo de Manila University, a Jesuit-run university in the Philippines, followed several years later with a Major in Business Administration with Highest Distinction from the International Management Institute (IMI) in Geneva Switzerland.  In 1990 IMI was merged with IMEDE based in Lausanne, another business school, to form IMD, the International Institute for Management Development, with campuses in Switzerland and Singapore.

Victor, whose roots are in the Philippines, has worked in Government, Non-Profit organizations as well as the Business Sector, giving him the ability to understand and operate in various environments.

A unique area of interest of Victor is terrorism as related to militant Islamic organizations operating in the Philippines.  He has written extensively about this.  But beyond writing, Victor has dealt with some of these terrorist organizations, having assisted in the release of 5 hostages held by one of these organizations on different occasions.
